CLEP’s next Lunch n’ Learn webinar will be held Wednesday September 18, Noon – 1:15PM EST. The topic is “Performance Based Logistics.” Our presenter will be Mr. Gerry Brown of the University of Tennessee. His colleague Mr. Bric Wheeler, also of the University of Tennessee, will be in attendance at this webinar.
Abstract
Critical weapons systems face pressure to deliver equal or improved readiness and performance at equal or lower cost, while the complexity and operational requirements continue to grow in an era of budget constraints.
Outcome based contracting, or Performance Based Logistics (PBL) is widely used in aerospace and defense, as well as in other capital equipment markets, to align incentives for equipment manufacturers and their customers, leading to more cost-effective equipment availability.
During this webinar, Gerry will share an overview of the mechanics of implementing a PBL-based relationship, and some of the benefits and challenges of structuring these contracts under DoD procurement and budgeting rules and operational rules. This session will also provide a forum for a discussion of lessons learned by professionals involved in the weapons system lifecycle.
Bio of Our Guest Speaker
Gerry’s career spans multiple roles in operations, finance, IT, sales and marketing, strategy and corporate development in government, large and small private companies, not for profits, and academia. After positions in supply chain operations and consulting with IBM, Accenture, Black & Decker and HP, Gerry joined the Department of Defense (DoD) supply chain organization.
At the DoD, he was part of a transformational effort for the Department’s massive supply chain operations before heading an effort to attract corporate investment to post-conflict lraq and Afghanistan. He continues to consult with DoD and government civilian agencies, in addition to teaching finance and lifecycle cost analysis to public procurement officials worldwide.
Gerry has taught performance-based logistics (PBL) at the University of Tennessee since 2017, both in open enrollment programs which draw from industry and government, and in on-site programs tailored specifically to the needs of aerospace and defense contractors.
Gerry also teaches supply chain and operations in an engineering management program at Tufts University School of Engineering and in an MBA program at the Tufts Fletcher School of Law and Diplomacy.
Gerry holds an MBA from the Yale School of Management, an Executive Degree in Economics from the Fundação Getűlio Vargas in Rio de Janeiro, Brazil, and is a certified Inventory Management Professional and Purchasing Manager. He was awarded the Armed Forces Civilian Service Medal for his work in the Middle East. Gerry speaks Portuguese, French and Spanish, and has worked and lectured on six continents.
